IF you have a 30,000 SF house - why ask, just tell your estate manager to get it done and get on with your yachting and flying to Paris for dinner.

Going past the dreamworld title for the question and assuming you meant 3000 SF as you said in the detail description:

1) you can see a lot of prior typical costs and details about specific factors that affect cost in the Home > Painting link in Browse Projects, at lower left. Typical spackling for occasional holes from picture hangers and the scattered doorknob dent and such is included in a normal paint job bid at no significant cost increase as long as you specify that in the scope of work.

2) exterior cleaning and painting info is found the same place - just pay attention to discussions on good cleaning practice (plain water pressure washing does NOT give a good base on most houses), and pay attention to which questions relate to interior and which to exterior - and don't forget to pay attention to trim painting notes.

3) sheet rock replacement comes under Home > Drywall and Plastering (Plastering and Drywall ?) and generally includes taping and mudding of nail/screw holes, but NOT priming - that is a spearate paint coat cost wise, and new drywall should generally get 2 color coats over the primer.
