Can't say with any certainly - but the one time I helped do about a 12x30 footer (about half the size of yours), took 3 people about 4 hours (not including fill time) - so say about 15-30 manhours for your pool at probably $30-70/hour depending on whether using a couple of Handymen or a Pool and Spa contractor, which would be $450-2100 ROUGH ballkpark range setup cost for your size - assuming the ground is properly prepped for it, including bedding sand if needed (depending on how your pool is made - some have a base sheet that requires only that the ground have not sharp rocks sticking up, others need a bedding sand because there is no protective underliner pad).


Filling - you are talking, using garden hose, as much as a day or two of fill time depending on pool size and water pressure in your system - so a contractor checking back every so often probably another couple hundred $ for that. If you mean a contractor bringing in a tank truck of water to fill it, then for your size pool about 20-25,000 gallons, so filling time (QUITE a few trips, considering normal water truck is 500-10,000 gallons (but usually not more than 4000 gallons for water) you are talking high cost unless unavoidable - and probably around an hour or two round trip, so about 5-10 trips at about $100-200/trip = $500-2000 transport cost by tanker truck - plus the cost of the water which is highly variable between water excess and drought areas, so you would have to contact water tanker companies for their costs. Also consider distance from where truck can get to the pool (and not good idea to drive on the driveway with it loaded if more than about 500-1000 gallon capacity).


Obviously, if it can be filled from a nearby fire hydrant that is better, commonly about $150-300 charge to get a hydrant use permit and the locked meter to measure the water used, plus the water usage fee of course. A hydrant typically produces about 500-1500 gpm, so assuming not much uphill run to the pool, a couple to few hours fill time typically (for your size pool) by the time the hoses are hauled around and such, so a couple to few hundred $ labor using a hydrant, assuming one is close enough - plus probably a hundred or two more hose rental cost if the water utility does not loan them to you for free as part of their water usage fee - some do, some do not.


For that size pool - you are talking a pretty substantial supporting framework, and potential for a fair amount of pool $ damage if it blows out or even tears - not to mention the potential for damage if it fails and causes a flood to your or a neighbor house (consider drainage route when locating it so if it fails so you do not risk foundation/basement flooding), so I would strongly recommend getting a professional Pool and Spa contractor to erect and fill it. Check your warranty too - might require a contractor approved by the manufacturer (like their distributor) to have a valid warranty.
