i am wanting to learn floral arranging to start my own business
Look for community non-credit courses at Junior and Community Colleges in your area - they are common. If you live in commuting distance to a city search "floral design class" or something like that. They are more expensive but the flowers you use are nicer. That was how my friend got into the florist business decades ago.
