install balcony screen with wood frame 10ft by 4 ft

For just a vertical screen around the balcony - typically about $4/SF of screened surface area (so SF of the screen "wall" - presumably 4+10+4 = 18LF times whatever height you choose) plus or minus a buck or two depending on local costs and details, with minimum of probably about $250-300. Can run as low as $2/SF for low-end materials in cheap labor areas to more like $8-10/SF for high-end copper or stainless screening in high cost area, and everything in between.


However - you said nothing about a current roof over the balcony, so this would be only a wind screen or a child screen to prevent toys from being thrown off the balcony (in which case be sure the framing is not climbable), not full bug protection screening unless you put something over the top or were able to tie it into the underside of a roof. Screened "roof" could be near same per squre foot cost in snow and ice-free area with no severe wind conditions, to as much as $30-60/SF of balcony additional to put a roof of some sort on top of it for more severe climate areas - assuming the balcony could carry the additional load from the weight of the roof materials in addition to design snow load (if any).
