If it will turn on and off with the breaker, then sounds like almost certainly the linkage in the switch on the tub has broken and it is stuck in the on position. Your repair source would be an authorized repair person (check the manufacturer website, and the tech will want to know make and model of tub) - or if no local authorized repair shop, check with a local distributor of your brand to find local repair persons - some sauna/hot tub/jetted tub retailers do repairs also, or should know of a plumber or other tech who does.

If a moderste DIY person, depending on the wiring hookup, you might just be able to order a new switch on the web and install it yourself - especially if reasonably accessible through the access panel and most especially if it uses push-on tab connectors so you don't have to play the wrapthe wire around the screw game in confined space.

Be sure to note which wire goes where - usually would beonly the hot wires going through the switch but I can see where it might, in some circumstances, make a difference which wire goes where on the switch, especially if the type of tub with interior lights as well as the pump for the jetting, as well as if a multi-speed switch.

If you can get the switch, a Handyman could most likely handle it fine too, if accessible.
