my ceramic tiles in bathroom are loosening one by one- can i fix them? how? the cement is just crumbling and making tiles loose

You can't just repair it.
its better and easier to remove them pc by pc,clean them ,and save them ,if they are loose.
then clean the serfece from the existing cement.
by doing this yourself,you save a lot on laber and materials.
then have professional person to reinstall your project..
