rotted wooden steps under deck with faulty sump pump overflowing storn drain.

Installed a second sump pump 3 yrs ago because drain would overflow & flood my basement located under deck. The sump pump has stopped working. The wooden walls and steps are very dry rotted. I'm not sure if concreting the walls and stairwell will resolve the problem.
