If only one end of sweep is dragging, then the door hinges probably need adjustment so it swings level.

If brick steps totally blocks it or it drags hard, then either strom door needs to be mounted higher or it needs to be trimmed so the sweep sites a bit higher - about $50-100 job typically - though if metal door can be quite a hassle.

Other alternative is getting different sweep type - like the tilt-up type that spring angles up when opening, then tilts down into place as the door closes. Easily put on wood doors, bit more hassle on metal ones.

Most metal storm and screen doors are adjustable at the bottom, there are usually just a few screws to turn. first loosen up the three screws, 2. by tapping, push or pulling get bottom rail into desired position, 3. tighten back up the three screws.

Boy am I glad newwindowman jumped in there - I totally spaced on most metal screen and storm doors having bottom adjustment capability - don't much have storm doors here so I spaced on that one. Sorry.
