I would not be looking at hourly rates, if that is what you are looking for - after all, you are not looking for hours of painting work, you are looking for a finished painted product - so pay for the product, not the time getting there. payinbg by the job rather than by the hour also avoids issues with them dogging it (working slower than usual to rack up the hours) and issues with what materials costs are his responsibility and which yours - put all the burden of materials and performance on HIM - after all, he is the one in this business, not you.


You should have a specific written scope of work, in the contract, spelling out exactly what areas or rooms or features or such are to be painted, specifics on paint brand and product name and color and finish for each area or type of area, specifics on prep or surface repairs to be done before painting, if doing prime coat and where and what type of primer, number of coats of finish paint, any specifics on protection of outdoor vegetation or such, etc.


Then get several competitive bids from well-rated and reviewed contractors (Painting- Exterior and Painting - Interior are the two Angies List Search ther List categories - many or most will be listed in both categories of course) and choose the best bid from amongst the ones you talk to and get bids from that you feel comfortable with.
