Several factors will affect costs, location , Age of the meter socket, accessability and whether or Not ,the Electrician is performing the change out with the Electric

Service " HOT " Energized or disconnected=dead.

Costs can range from $ 200.00 - $ 450.00

I agree with what BentheBuilder says - two additional thoughts:

Your first inclination might be to say - well, if so much more expensive if energized, lets get it deenergized. If you have a master cutout switch (panel with large side handle on outside of box) in line on the power company side of the meter, then this is easy for the electrician to do before doing the meter base work. However, if your master shutoff is on the house side ofthe meter or you only have a master breaker between the meter and your breaker box (which is usual), then getting the power disconnected may cost more than live wiring it - because the power company has to come out and disconnect the wires, then come back an hour or so later and reconnect them - commonly $150-250 range for this to be done.

I wonder how you found you have a broken lug - did the power company pull your meter ? If so, they may be responsible for replacing a damaged lug. Also, in some areas the meter base and meter belong to the powewr company so they will fix it for free - for instance, in our area the entire meter and meter box belongs to the power company, and the demarkation point is where the power feed connects to the bus in the master breaker box.
