what sealer to use on wallpaper liner that I have already put on wood panel. how many coats of sealer do I need?

The paper liner is tight and it is a small area. I want to complete the job with paint.

Normally none - assuming you got the type of liner that is designed to be painted over - there are types for painting over, for wallpapering over, and for leaving bare (vinyl surfaced). Read the instructions on the package.

Though to get a match with adjacent paint will ikiely need a primer first, or perhaps 2 coats of paint, well blended in with the surrounding paint to match.
