what type of paint should i use to paint my mantle? It has a shiney latex white on it now

Are you sure it is latex or is it oil based paint? Trim work is often done in oil based alkyd enamel for durability. Go to a reputable paint supplier and buy the oil based paint in the color you like. Then prepare the surface by removing any loose paint, priming any bare wood, filling any holes or divets, and sanding everything smooth. Then apply the paint. Make sure the room is well ventilated and take breaks often for fresh air.
