who removes a living bird inside the chimney and caps the chimney after?

Some chimney sweeps will do this, especially if just a matter of scaring the bird out and assuming it is not a raptor (hawk or eagle or such).


Contact some and ask. Otherwise would need an Animal Removal specialist for the removal, then chimeny sweep to clean out debris and nesting material that fell down into the chimney, then put on a screen around the cap (or a screened cap).
