Normal composition (asphalt) shingle roofing on walkable slope roof typically runs about $4-10/SF depending on number of layers to be torn off, local labor costs, whether sheathing needs replacement, number of flashed interfaces or valleys, and type of shingles. $4-5/SF is a common competitve price for normal run of the mill reroof for a simple single-level, maybe 2 valley roof, using ordinary builders grade shingles, more like $6-8 with high-end long-life or arctic or hurricane shingles.

So - at $4.50/SF this is definitely a lower-end bid - get a couple of more bids, and of course check out the roofer ratings and reviews on AL, and be sure what grade materials he is planning on using. Not a red flag price if in a cheaper labor area, but low enough I would make sure his lower end price is due to efficient work, cranking out basically a roof a day, as opposed to poor quality work or cheap materials. And be sure it includes replacement of all applicable flashing and drip edge and such, and ice and water shield as applicable along eaves and in valleys.
