115 VAC is good coming out of electric meter but there doesn't seem to be enough current to turn on electric motor

for appliances or pump Measured and tested coming right off electric meter. House load and fuse box bypassed. Test light comes on dim and electric drill runs at low speed. Could it be electric meter or line to service head connection?

Never bypass a fuse box. This good shock you, even kill. Please call an electrician.
