National average for a 2 car garage is about $30,000 - but depends an awful lot on locale, whether your frost depth requires deep footers, how much earthwork is needed, if attached with utilities or detached with no utilities except electricity, etc. $40-50/SF is a number that is commonly used off the cuff for a detached slab on grade garage, and $50-70 for attached with heat and fire-rated drywall but with no overhead living space, depending on interior and exterior finishes. In very low labor and materials cost areas like the Southeast and parts of the deep south, could run $10/SF less or so.

Above prices assume heat from current system is adequate with just duct or pipes added, or installing a separate unit heater in the garage - not a total HVAC system upgrade to handle the added load. Also assumes electric capacity can be met from current breaker box without a total system upgrade.
