I am looking into the same thing as right now I am paying for Cobra. I have found a company called Golden Rule Insurance Co. and I have friends who have used it and recommended it. Not sure if it is available in WI but it is worth a try. I am still evaluating the different policies. You might say I am gunshy so I am taking my time but it might be worth looking into.
