Basement is under water due to high water levels. Should I fill it? What are my options?

Our cottage sits alongside the AuSable River which is at record high levels. The basement has three sump pumps running and a Foundation System for drainage but is still under 6" or more of water. The hot water heater will not stay lit.We are thinking of filling it in a couple of feet as it is just unfinished storage. Any ideas or suggestions. Can this even be done with water still in the basement?
