Best roofer in 19115?

My entire roof was replaced 2 years ago for $7500 but it never stopped leaking from under the windows because it was done incorrectly. I don't have money to pay for another roof repair and the roofer cannot fix it after trying at least a dozen times. Please tell me my options and who the best roofers in the area are. I have a sloped shingle roof. All the plywood was replaced but I don't know if it's still good because the roof never stopped leaking after it was replaced. Please help. Thank you.

Assuming this water is coming from the roof (should be easy to check with water test or looking for staining and delaminating sheathing by looking in attic or under eaves unless yours is a zero-overhang roofling), since he has tried so many times I would say time to negotiate for HIM to pay for another roofer of your choice to fix it - or if he refuses (and watch warranty timeframe on this - might be too late for this) call his Bond to enforce them paying for another roofer to do the job right. If bonding company say installation warranty period is up may come down to documentation that you have about the warranty claim for repair being done in a timely fashion and that he has never solved the problem. Might end up being a situation where you need the "threat factor" of an attorney communicating for you - especially since you have let this go for 2 years without escalating it beyond the contractor trying to fix his errors.

Sounds like you may be looking at a tearoff if this is happening on more than one window - because that most likely means a system problem in how he did the job (as opposed to just a spot error), and also means a roof surface leak as well as a water barrier (the tarpaper or ice and water shield or water barrier as applicable for different types of roof slopes and locations on the roof) failure or omission - plus a need to inspect the sheathing for decay if this has been going on for 2 years.

I would also question if this is a roofing leak, especially if leaking at more than one window, though a roof water test should show that quickly - but sounds like it could be be due to a window flashing/installation issue rather than roof leak. Again, unless a zero-overhang roof should be easy to tell by inspecting the underside of the sheathing from inside the attic or from the eave openings (which would require removing any soffits to get accdess to the eaves).

Might well end up needing an Engineer to come out and perform visual inspection and roof and window water tests and perhaps a bit of local tearoff to determine for certain (and independently document) the cause of these leaks.
