Brown water leaking from top of window these windows are 12 years old it only does this after it rains .Built 1999.

If brick construction or brick faced, could be your weep holes over the window are blocked.

Otherwise, assuming you mean leaking off top of outer window frame, sounds like the flashing or caulk over and around the window frame is probably shot or torn free, so you are getting rain coming in on top of the window frame.

If you mean it is coming in off the top of a moveable window unit but UNDER the top of the outer window frame, them I would be looking at a locking mechanism not pulling it up tight (if sash type window) or missing/worn weatherstripping - many of which types you can replace yourself with materials from box home improvement stores like Home Depot and Menards.

Handyman can commonly solve this sort of issue - Window contractor would be the most professional in most cases but hard to get them to do small maintenance work like this in many cases.
