Buzz/hum noise from main ground line, still there if I disconnect main breaker.

There is a hum noise that comes from where my Main ground line connects to my copper water lines. I also hear it a little at the meter. Noise is not constant. It randomly comes and goes. Sometimes lasting 5 min and other times 30min. I tried turning off all my circuit breakers and noise still there. I also tried turning off Main breaker and noise would still be there. Very odd... I am calling electric company next to check meter. Only problem is that since it randomly comes and goes, I am not sure if electric company will see it when they come. Any thoughts?
