Can I install R-30 FB rolls over old blown-in cellulose (Balsam-Wool) insulation only 2"-3" deep in the attic?

Currently, the cellulose is only 2"-3" deep and from the 1950's. The joists are 2x4s, so not a lot of room left above the existing stuff. I already bought about 20 rolls (R-30) of fiberglass (unfaced) and was thinking about just rolling it over the existing blown-in stuff. Of course, then there would be several inches of gaps immediately over the joists themselves, and I don't think I can afford to buy more rolls to lay over the first layer perpendicularly. I would have gone the blow-in route, but money and attic access make this more difficult than just using the rolls. Thinking I might be able to come back and blow in over the joist "gaps" sometime in the future. Thoughts?
