Can a contractor charge me 20% of the quote if there is no clause in the contract stating a penalty if I cancel

I lost my home in a tornado this year and now I am going through this issue. Contractor stated I needed to give the insurance money to them, to show the insurance company I was re-building, contractor was given 180,000 and I found out two weeks ago this was not true, that I did not have to give them the money up front. I have a bad feeling about this contractor now and feel I want the money transferred to my bank account. The contractor will not do this, stating there will be a charge of 20% of my total contract if I walk away. There is no clause in this very vague contract stating a penalty if I walk away.
