Can pavers be laid directly on concrete without any sand or gravel base

I’m told that laying the pavers directly on the concrete and then filling the cracks with the sand will have any water just draining right off so it’s not a problem, but I feel like there is supposed to be some cushion between the pavers and the concrete. The concrete was in good shape and extremely thick (about 10 inches) so there were no cracks. I’m worried about the longevity and stability of the pavers if they sit directly on concrete.
