Can my plumber more than double the estimate without approval?

I hired a plumber to install a larger filter for the house and he gave me a quote of $350. When the larger filter failed to fix the issue, he came back out to shorten the well pipe for a quote of $400. He also said he would discount the $400 as he failed to show up for 4 scheduled days. I spoke to him multiple times after the work was completed, and he never once mentioned the change in cost. I received a bill over a month later for $1554 for the two jobs. The filter was $450 and the second call was $1000, which they had claimed to have also worked on the water softener which was never cleared by me. I have already paid them $1000, which is 33% more than the original estimates, but they are still demanding another $400. Do I have to pay it?
