Can a roofing company bill me for the Free Estimate because they didn't get the job?

I called Nalley Roofing for a free estimate and Josh came out and verbally gave me a figure. I then contacted my insurance company but they wanted something in writing so I contacted the roofer and he prepared the estimate and emailed it to me. I submitted his estimate to my insurance company but then after I reviewed the quote more carefully, I questioned him on a few things and I didn't feel comfortable with his answers so I told him I was going to get a few more estimates. I never signed anything with this company. I choose another company with a great warranty, they did the job and now, 3 weeks later, I get a bill from the 1st roofing company for $800.00. Yes, he did go on my roof, yes he did meet the adjuster (by his choice) and prepared an estimate but NEVER said anything about billing me for anything had he not been chosen. This does not seem legit to me.
