Can water in the pan under the water heater result from a "flooded" water softner

I notice that there are no hot water. The gas water heater pilot mof off and water accumulated in the pan under the heater. I continued to check the water line and found out that the water sofner has been full of water (probably bad ventury valve). Can the problem in the sofner cause the water heater to shut off?
