Aside from the possibility that your disposal is leaking as well as clogged, most likely your trap (the U-shaped part) is clogged and backing up into the garbage disposal and you have a loose fitting, hose connection, or sink adapter that is leaking. It is also possible it is leaking through the shaft seal in the disposal or the casing seal - they are not intended to have constant water standing in them without them running, so could be leaking down through the motor.

You need a Plumber - may be about $75-150 range for normal minimum service call, or if leaking through the disposal motor (which would pretty much trash it plus make it diangerous to use) another $150-300 range depending on plumbing type and how large or fancy a disposal you get.
