Contractor 4 day, how is evaluation of materials needed and purchase of materials billed? part of 8 hours?

I want to get some shelves installed, my windows resealed, exterior windows cleaned, some light fixtures replaced etc. Thus, there will need to be materials purchased. How is the time needed in determining what materials are needed billed if I purchase a contractor for a day package? For example, if I need sealant and wood for shelves, does the contractor buy that stuff for me and bill me back and then is the time spent going to home depot and evaluating what needs to be purchased part of the 8 hour package?
