Cost to replace an exterior door jamb?

The door jamb on the hinge side is dry rotted at the bottom 6 inches. This is an exterior door to a small "room" for the garbage cans. The contractor sub'ed by the HOA is putting $700 per door jamb on my HOA bill, because he's "replacing everything". Does that sound reasonable? Can I just replace the bottom say 10 inches myself? The contractor said if I replace it myself, I will have to deal with the city inspector, who will probably fail me. Does replacing a door jamb require city inspection?
