Do I need to fix a sill plate that has an 8" section that has been shaved down/ cut into?

I have a small shed / studio in the backyard that is currently used to house a few cats. It has four outer walls and no interior walls. A neighbor helped me install a cat door in the middle of one of the walls, and I now see that in doing so he cut off the top part of about an 8" (or less) stretch of sill plate. Will this undermine the structural integrity of the wall? If so, what is the cheapest / easiest way of fixing the problem?
