Do I have proper ventilation in my attic?

We have vaulted ceilings and roll in insulation in our attic space. We have noticed black spots on our ceiling, usually following rafter lines. Our home was just built last year and seems to have condensation/ventilation issues. There are rusted nails and wet to the tough ridge vents in the attic. We see little light coming through the eave vents, so we are wondering if the baffles are not working properly to get the air pushed up into the attic space. With having vaulted ceilings, it is very difficult to get to where the baffles are on the eaves.

Any suggestions for increasing the ventilation or diagnosing the issue?
