Does a painting contractor in NC need to be licensed

The NC contrator's licensing board website is far from clear - but what I got out of it, plus confirmation by a couple of nationwide contractor licensing forums, is that the painter needs a local (city/county) business license, a Sellers Permit (for sales tax purposes) - but no contractor's license UNLESS he does jobs totaling over $30,000 per job OR he has employees - in either case of which he needs A General Contractor's license.
