Exorbitant charge for Appliance repair with no invoice

I called Mr Appliance in NYC to do a service call for our washer and dryer. They said there would be a $150 call out fee, and then any additional parts and labor costs depending on the job. The technician came as scheduled, spent about an hour total to repair both the washer and the dryer, and did not use any parts. When asked about charges, he said that the company had my credit card on file and they would let us know the costs directly. We did not sign any proforma invoice. I never heard back from the company. At the end of the month, while reviewing my credit card statement, I saw two charges for $375 each from the company, which I assumed was a mistake. When I called the company, they said that $375 was the minimum repair charge per machine (news to me, as this was never mentioned before). They never sent us an invoice for either charge, and refuse to reduce or reverse the charges. Is this legal?
