considering hiring a painter and handyman. where do I go to check if he has liabilty insurance.

Have him show you a copy of his insurance paperwork (declarations page) as well as give you the number of his insurance company so you can call and verify that the policy is currently active and that the coverage they have protects you for the work you are hiring them for. Shady contractors will pay for the insurance, get a copy of their proof of insurance, then cancel or conviently "forget" to make their payments.
