Hear constant rushing water in 1st floor unit of 3 story bldg-also toilet tank is warm and apt is very warm

1st floor unit - 2 bathrooms + kitchen. Hear very loudly in both bathrooms, not as loud near kitchen sink. No sounds near washer or dishwasher. Kitchen/laundry on one side of apt and 2 bathrooms on the other. Floor between is warm also (laminate floor over slab). No issues with 3rd floor unit (top); 2nd floor (middle) has some rushing sounds but not heat issue. Have not yet turned on heat in Chicago because apt has been very warm since this started (about a month ago. Had work done around GFA furnace about same time as this started - could be a relation?
