Help! Brown/Rusty color water when kitchen faucet/dishwasher on at same time? Any ideas? Not water heater issue.

Moved in November 2019, started noticing slight color shortly after. Had new water heater installed December 2019. For the past 11 months, can't figure out how to fix (6 plumbers have rotated in to try to fix)
Had new water heater replaced with another new water heater-so it's not the water heater. Disconnected Culligan and full clean out-kept it turned off to troubleshoot, it's not culligan. Had Grundfos recirculating pump and was hoping that was issue. Had removed last week, still happening although faint. When I am running my kitchen sink (hot water) and turn on (new dishwasher since december 2018 when I moved in) it sputters, and I collect water samples and I see the brown/rust in water that I collect. After a few minutes, it runs clear. I don't know if it's in my showers/washing machine,'s all serious....but definitely concerned about kitchen sink water/dishwasher. I've ruled out water heater/Grundfos/Culligan system.My front porch spigot runs clear(live in condo)
