How do I begin to request a refund?

I had a tenant leave an apartment quite dirty so I charged him the cost of 6 hours of cleaning from PurClean. On 2/15 PurClean offered " It looks like we have a spot available on Monday February 29th, does this possible work for you?" and the same day I accepted 'the 29th works for me sometime after 10 am.". The 29th was perfect because showings were starting 3/1. On 2/28 I emailed PurClean to ask what time they were coming and saw another message from them stating the time of 2-5. I emailed to reconfirm. The next day, after no response from the 2/28 email. I called then and sent a text. There was no response so when 2:00 came and whet I realized they were not coming and had to do the cleaning myself.

They Now I have no use for this deal as I never pay for cleaning services under normal circumstances and the work has now been done.
