How can I get a concrete path/patio with a dangerous step finished?

The concrete path ,steps and small patio have been left unsealed,the very dangerous steps not redone there are concrete chips and ruined grass.The concrete was splashed over house,windows and plants and trees.It's mess for almost two months now. Don't come when promised,are disrespectful of your property.Two holes in blacktop driveway from step forms.The iron railing once black is now grey and not cleaned.the black driveway has white on it from hosing down concrete.

Sounds like you need to put in writing the deficiencies/damage/cleanup you want fixed before final payment. Or if he refuses, contact his Bonding company about getting it made right. The concreetea splashed around, if more than the normal foot or two on adjacent planters and lawn (should not be on house or should have been washed right off), then for that and driveway dents you might have basis for a claim with HIS insurance company too.
