Depending on the A/C make and model and whether he used OEM or after-market capacitor, whether asingle or dual capacitor (compressor and condensor fan motor both), and whether it has integral overload breaker or capacitor demand kick-in sensor and switch or not, the part could cost about $15-220 or so - not including his typically 20-25% but maybe as much as 50-100% or more parts markup.

Then typical minimum service charge for a service call say $55-70 bottom end on discount or real cheap labor area, probably closer to $100 average and up to $125-150 or so in high cost areas.

Did the invoice break down the parts and labor charges to give you a better idea of the cost ? And did he give you an estimate up front ?

So - put those two components together - and assuming this was not an emergency call which usually has about 50-100% higher labor charge, $180 would to me MAYBE (depending on model) be out-of-range only in a very cheap labor area - not so for big city or west coast or east coast urban areas.

Another possibility - a lot of HVAC companies have started going to flat rate charges for certain common types of jobs - so their charge might take into account different cost capacitors, and 10-minute jobs like yours and hour plus jobs in harder to access models.
