How do I get my money back from Comcast, who charged me double (auto-debit) for services that were NOT performed?

On 4/30 I had my modem swapped out, and there was supposed to be NO CHARGE. (I could have done it myself, but I went to several service centers and they only had modems with built-in routers, and I already had a new router that I bought to give me better wireless range. I even tried to get them to ship a new modem to me, but they said they had to have a service tech bring it. When he arrived, he told me there was no charge for swapping out a modem.) I discovered later that they charged me for wireless router setup (which I did myself, and I am a network engineer BTW), and they charged me twice for the same thing on the same day. I have been on the phone with Billing Supervisors many times, they all agree that I should not have been charged at all, let alone twice on the same day for something they didn't do. But they say that they cannot refund that much money ($498) without "Management Approval." That's as far as it ever gets. Can I take them to Small Claims Court?

complain to the Better Business Bureau! comcast responded both times i complained to BBB.
