Prices, labor costs, and overhead vary greatly around the country, so i can't address the price. Please keep in mind that that with all the costs, and the tech spending as much as 50% of the day driving, an hours time on site will be several times the hourly pay rate.

Plus contractors warranty their work and the parts supplier pays no labor, so that is part of the cost.

Could you have done this repair yourself(do you have the technical training to diagnose and then repair your HVAC system without burning down the house)?

Do you have any idea what it cost to run a service/on-call company?

Yes, $199 seems fair to me.

I was just charged $325 for the same job down in Destin,FL, so I feel your pain. I just wish mine would have been $199! It's never fun to have those surprises as a homeowner.
