How do I properly file a report against a contractor who is caught vandalism of a roof during inspection?

I got a job doing sales for a Construction company that primarily focuses on Roofing/Siding Storm Damage Claims, I’m a very gifted and experienced salesman and with that being said I tend to learn at a very fast rate, it wasn’t long before I caught on to this particular company’s key to success, the owner who I worked with was not good at hiding the fact that he was Vandalizing pretty much any roof that he thought the insurance company would raise an eyebrow. I’m a very inquisitive and just all around thorough individual so i even got him to confess in more ways then one, I need to stop this company from ripping off any more future customers and first and foremost to prevent him from continuing to commit insurance fraud without consequences...
