How do I report to Angie's List a contractor who charges credit card surcharges?

I have had a few contractors who did really great work but when it came time to pay, they attempted to charge a credit card surcharge. This is illegal in Florida. Once I mentioned the surcharge they immediately took it off but I have a feeling they know it's illegal, they just try to charge people if they can get away with it.

1) are you sure it is illegal - recent changes in federal regulations allow it, and fed law overrules states.

2) if it is illegal, I would contact member care so they can contact the companies about it to get it stopped - more effective than a review for this type of item.
