Sounds like you need a landscaper - Search the List (in green banner bar at top of page) for local contractors and reviews.

If you do not know what kinds of plants or flagstone you want, then the landscaper can help you, but a visit first to your local commercial plant and landscape center should help you decide what types you like, and rough material cost. Labor cost will not vary much with what particular you choose - mostly varies with # of plants to plant, SF of paving to place, and if grouted or set in sand.

The landscape center should also be able to help with names of contractors they do a lot of business with.
