Here is a prior similar questions with response - but I would say if you cannot figure how much to charge yourself then you probably should not be bidding the job - and of course whether hand-painting, power rolling with brushing the edges or spraying (and whether or not you have to rent the sprayer), using stain or paint, how many coats, prep needed, how productive the workers are, working conditions (rain, morning dew delaying work, hot sun, etc) etc make a significant difference in your cost too.

You should not base your bid amount on what someone else would charge - because you do not have the same experience, equipment, etc as they have so their "fair price" which will generate a fair profit for them might be a vast underbid or overbid for you - meaning you lose the job because it is priced too high, or worse yet the price is too low and you lose money on the job. Especially for this size job - you are talking 1/4-1/2 MILE of fence face - lots of opportunity to regret too low a price, and I would say you should not be bidding that large a job without some smaller fence painting experience to base your estimate on.
