Rough ballpark from a quick check of both standard contractor estimating books and Minneapolis homebuilder association and similar local data - because you are in an area where true basements are normal, the basement is likelyu to cost about $50-75/SF to finish it from an unfinished basement, and a single story at grade about $125/SF average in that area - ranging from the $90 to $150 range for normal grade construction. Of course, odd or high-end architecture or finishes can push you up into the $200's/SF range or above.

You will undoubtedly need an architect to do the plans to get a building permit and for builders to bid on the job and the successful one to bid to, and the architect can give you a better conceptual and/or engineer's estimate of the cost for your specific concept and location.
