How much should it cost (labor & material) to move & upgrade to a 200amp electric panel. Panel needs to go outside

Panel is in a closet and needs to be moved outside on other side of wall. Need to upgrade to 200amp panel and would also like whole house surge protector.

$3500 - $6000. The panel in the closet will remain. The breakers and meter will be removed and this panel will be used as a junction box. If this is unacceptable, then budget about $12,000 to re-wire the house.
