How much should it cost to replace 130 linear feet of railroad tie wall with a 90degree bend in the middle?

The wall is rotting out. It is installed in two 40 inch high sections with a 20 inch planting area at the base of the second rise. Is it cheaper to replace with wood? Stone?can I make this process any less costly? Sweat equity? I have considered removing the walls completely and sloping the area, then plantings to retain the soil.
