How do i find a painter who is also qualified to remove lead paint before painting?

Google your state for painters who are certified lead abatement contractors - like for California, following search string - "California certified lead paint removal". Workers have to be certified as workers, the supervisor on the site also has to have a lead abatemen supervisor certification.

Look on Angie's List (Search Now button at left) under Home category, Lead Paint subcategory.

I assume you are the homeowner. If a rental, or even for owned condos in some states, it is a responsiblity of the landlord to abate lead paint and asbestos.
